Implementing working smarter: top-down or bottom-up?

At yesterday’s meeting of the CLO Executive Network, people asked whether it’s better to start at the top or the organization or to grow things from the bottom.

It depends. We’ve seen grass-roots efforts go viral and spread from humble beginnings to enterprise-wide collaborative network. We’ve also seen mandates from senior executives kick off powerful in-house social networks. In the long run, success depends on covering all the bases, from the workflow to the executive suite. Here’s a hypothetical approach:
